P1067 - Health Star Rating System - 2nd call for submissions
Overview
FSANZ has assessed a proposal to consider amending the Australia New Zealand Food Standards Code (the Code) to require foods for sale in Australia and New Zealand to display a Health Star Rating (HSR) symbol and has prepared a draft food regulatory measure.
FSANZ undertook a first round of statutory public consultation on the proposal from 7 May to 5 July 2026. Following consideration of the submissions received, research and evidence, FSANZ revised aspects of its proposed approach and prepared a draft variation to the Code for this 2nd call for submissions (CFS).
The intent of the proposed approach remains the same, which is to:
- require the HSR symbol to be displayed on most packaged foods for retail sale where a nutrition information panel is required, subject to specified exemptions and prohibitions
- standardise the HSR symbol design and location (front of pack)
- require the HSR to be calculated using a prescribed algorithm.
Key changes to the proposed approach since the 1st CFS are outlined in section 3.6 of the 2nd CFS. The proposed draft variation to the Code and corresponding draft explanatory statement are at Attachments A and B, respectively, to the 2nd CFS.
FSANZ has provided public notification and welcomes your submission on the draft regulatory measure to inform FSANZ’s final assessment.
